European Observatory Venice Summer school 2017: "Placing the person at the centre of the health system: concepts, strategies, results"

The Observatory Venice Summer School 2017 is a one week intensive course that brings together policy makers, planners, managers, professionals and civil society representatives who will be learning, debating and sharing experiences about the conceptual, strategic and practical issues around achieving person-centred health systems.

Objectives:

To explore how ‘person-centredness’ is understood at the different levels of the system and by different stakeholders and what this means for the development of person-centred strategies

To review key approaches to achieving person-centred health systems in different contexts

To examine ways of monitoring the performance of person-centred strategies

To assess the evidence about the impacts of person-centred strategies at different system levels and understand who benefits and what the possible unintended consequences are

To discuss future trends, key challenges and policy options towards achieving person-centred health systems

Integrated care for healthcare sustainability for patients living with rare diseases

The increasingly complex and multidimensional care request, combined with the presence of increasingly aware and demanding patients, accentuates the need for new strategies to preserve health systems economic sustainability. Therefore, integration mechanisms reveal an essential condition for ensuring continuity of care. The paper reviews the main literature available on the integration of heal services and relates it to rare diseases.

The literature identifies several system levers for the effective design and implementation of integrated care frameworks, namely: political support and commitment, governance, stakeholder engagement, organisational change, leadership, collaboration and trust, workforce education and training, patient empowerment, financing and incentives, ICT infrastructure and solutions, monitoring and evaluation system.

Universal access to essential health information: accelerating progress towards universal health coverage and other SDG health targets

The information that people need to protect and manage their own health and the health of those for whom they are responsible is a fundamental element of an effective people-centred healthcare system. Achieving universal health coverage (UHC) requires universal access to essential health information. While it was recently recognised by the World Medical Association, universal access to essential health information is not yet reflected in official monitoring of progress on UHC for the sustainable development goals (SDGs). In this paper, we outline key features that characterise universal access to essential health information and indicate how it is increasingly achievable. 

Civil society feedback on the Zero Draft of the 2023 Political Declaration on UHC

The 2023 UN High-Level (HLM) Meeting on Universal Health Coverage (UHC) provides countries and all stakeholders with the opportunity to not just recommit to UHC but take concrete actions toward building resilient and equitable health systems. While some progress has been made since the 2019 HLM on UHC that resulted in a comprehensive Political Declaration, more than half of the world’s population still lacks access to essential health services. The situation was further exacerbated by the COVID-19 pandemic.

As the UHC2030 Co-Chairs recently stated in their reflection on the UHC Political Declaration 2023 Zero Draft, Member States must show political leadership and “move from commitment to action”. Primary health care measurement framework and indicators: monitoring health systems through a primary health care lens

To continuously strengthen PHC, countries must be able to assess how decisions, actions and investments are addressing the broader determinants of health while improving service coverage, financial risk protection, and ultimately the health of individuals and populations. As countries strive to reorient their health systems around the principles of PHC, this document responds to Member States’ request in resolution WHA72.2 on primary health care for guidance to assess, track and monitor PHC performance to accelerate progress towards UHC and the health-related SDGs. The indicators and monitoring and evaluation conceptual framework presented in this document are based on and support the 14 levers of the Operational framework for primary health care. The indicators and framework have undergone technical review and multiple stages of consultation with countries, civil society, and leading PHC academics and experts.
