Operational Framework for Primary Health Care

The World Health Assembly in resolution WHA72.2 (2019) requests the Director-General inter alia “to develop, in consultation with, and with the involvement of more expertise from, Member States, and in time for consideration by the Seventy-third World Health Assembly, an operational framework for primary health care, to be taken fully into account in the WHO general programmes of work and programme budgets in order to strengthen health systems and support countries in scaling-up national implementation efforts on primary health care”. This operational framework builds on an initial draft that was prepared as part of a technical series to support ...

Regional technical meeting on integrated care delivery

This report summarizes the discussion that took place during the Regional technical meeting on integrated care delivery. It represents a continuation of the discussion held as part of the Regional technical meeting on strengthening the integrated delivery of long-term care in the European region, in December 2021, bringing an expanded focus on integration as a transversal issue for health and long-term care systems and an important stepping stone for achieving universal health coverage. Participants discussed and shared evidence and lessons learned on the principles, the practice, the enablers and on-going challenges to improving coordination within and across health and long-term ...

Improving home care sustainability in Ireland. Are user charges a promising option?

There are often concerns that population ageing will cause health and long-term care expenditures to grow uncontrollably. A key question facing decision-makers is what, if anything, can be done in response? In this report we consider whether user charges would improve the financial sustainability of home care in Ireland, a country which is ageing at a rate similar to other high income countries.

We find that user charges are an inefficient tool to try to reduce the home care financing gap. Evidence suggests that the revenues raised for home care through user charges are negligible in other high income countries ...

Integrated brief interventions for noncommunicable disease risk factors in primary care: the manual: BRIEF project

Brief interventions are recognized by WHO as an effective measure to help people quit tobacco, reduce or stop alcohol use and increase physical activity. They can also help to achieve and maintain healthy eating behaviours and manage weight for those living with overweight and obesity. Brief interventions can translate to significant health benefits at population level when systematically applied to a large proportion of people. The uptake of these interventions in the WHO European Region, however, remains low. This manual is an integral part of the WHO European Office for the Prevention and Control of Noncommunicable Diseases BRIEF project. The ...

Health system performance assessment

Health policy-making and reform require, first and foremost, a sound understanding of how a health system is performing. To assist countries in this process, the Health Systems Performance Assessment Framework for Universal Health Coverage offers a comprehensive attempt at guiding the collection and analysis of health system data in relation to policy goals and 21st century challenges.

This book is grounded in the premise that any whole-of-sector assessment exercise should collect information on and examine the performance of both the functions of the health system as well as its performance goals. Thus, it follows through each of the health system ...

2022 Progress report on the Global Action Plan for Healthy Lives and Well-being for All. Stronger collaboration for an equitable and resilient recovery towards the health-related Sustainable Development Goals – Incentivizing collaboration

As COVID-19 continued to dominate global health over the last year, the direct and indirect impact of the pandemic has led progress against the health-related SDGs to fall even further behind.  At the same time, crises such as armed conflict, increasing food insecurity, political and economic instability and the growing impact of climate change threaten to derail recovery from the pandemic.

A key way to respond to and ensure an equitable and resilient recovery from COVID-19 is for multilateral agencies to collaborate even more closely in providing effective and efficient joint support to countries, which is the foundation of the ...

Rebuilding for sustainability and resilience: strengthening the integrated delivery of long-term care in the European Region

The pandemic of coronavirus disease 2019 (‎COVID-19)‎ has revealed and accentuated important gaps in the provision of appropriate, community-based, long-term care services for a rapidly growing number of people experiencing decline in functional ability, across the WHO European Region. As countries work to rebuild and strengthen health and long-term care systems, it is essential to support broad dialogue, a common vision forchange and focused interventions to bridge existing divides. This policy brief proposes a conceptual framework that maps long-term care actions within the health and social policy landscape and highlights the need and potential for deeper integration and coordination across ...

Global Competency and Outcomes Framework for Universal Health Coverage

The goal of this Global Competency and Outcomes Framework for UHC is to advance improvements in health and progress towards UHC through aligning health worker education approaches with population health needs and health system demands. More specifically, the primary objective of this document is to provide guidance for the specification of pre-service and in-service competency-based education outcomes for health workers, which in turn inform the development of relevant curricula, learning activities and assessment approaches. Its main target audience is health workforce educators, but it can be of relevance also for licensing and regulatory authorities and health service and facility managers ...
